Peer Review Dilemma

Peer Review Dilemma

Was given a paper to peer review. I really hate peer reviews, but that is not my problem. My instructor recommended that we run the paper through Turnitin plagiarism tool. Well I did, and 85% of the paper is copied from the internet. I don't know if I should include the report with the paper. I don't know how to constructively review the paper. What would you do?
